The annual application period for the Home Ownership Scheme (HOS) has arrived once more. The scheme will launch in the fourth quarter of this year, offering a total of 7,132 units across five estates, priced at 30% off the market rate. Unit prices range from HK$1.43 million to HK$4.67 million.
The new HOS estates include Kai Ying Court in Kai Tak, On Pak Court in Anderson Road in Kwun Tong, Ko Hei Court on Pik Wan Road in Yau Tong, Siu Wu Court in Tuen Mun, and Yu Hing Court in Tung Chung. Additionally, the Housing Authority will re-sell forfeited units from seven previous HOS projects. The number of re-sale and rental units will be confirmed two and three months before the flat selection process, respectively.
Among these, Kai Ying Court in Kai Tak has the highest average price per square foot in this phase, offering 1,736 units with sizes ranging from 186 to 448 square feet, priced between HK$1.43 million and HK$4.67 million, and an average price per square foot of HK$9,230. Siu Wu Court in Tuen Mun, which offers the most units—2,768 in total—has the lowest average price per square foot. These units range from 297 to 480 square feet, priced from HK$1.56 million to HK$3.24 million.
On Pak Court in Anderson Road, Kwun Tong, has the fewest units, with 420 available, ranging from 291 to 498 square feet, priced between HK$1.77 million and HK$3.73 million. Ko Hei Court in Yau Tong offers 864 units, ranging from 375 to 478 square feet, priced between HK$2.55 million and HK$3.94 million. Yu Hing Court in Tung Chung offers 1,344 units, ranging from 285 to 510 square feet, priced between HK$1.43 million and HK$4.67 million.
It's important to note that the Housing Authority has lowered the income and asset limits for applicants, so be sure to check your finances before applying to avoid disqualification. The income limit for a two-person household has been reduced from HK$62,000 to HK$60,000, and the asset limit has been lowered from HK$1.47 million to HK$1.23 million. For single applicants, the income and asset limits have been reduced to HK$30,000 and HK$615,000, respectively.
As in previous years, the ratio of Green Form to White Form applicants remains at 4:6. The Housing Authority will also reserve units for certain groups who will receive priority in the flat selection process. This time, the quota allocation has been optimized: instead of calculating based on the total number of units across all estates, each estate will now have specific quotas reserved for different types of applicants.
Within each estate, the quotas for the "Elderly Persons Priority Scheme" and the newly introduced “Families with Newborns Allocation Priority Scheme” together account for 40% of the total units in the development. Meanwhile, 10% of the quota is reserved for single applicants, increasing their chances of securing a unit in urban areas.
So, what is the new Families with Newborns Allocation Priority Scheme? Families with a child born on or after October 25, 2023, where the child is three years old or younger by the application deadline of the subsidized sale flats scheme, are eligible to apply.
In terms of flat selection order, those under the Elderly Persons Priority Scheme and the Families with Newborns Allocation Priority Scheme have the highest priority, followed by general families, and then single applicants. Therefore, applicants might consider applying together with an elderly family member, who must be a joint owner, to improve their chances in the lottery. The Housing Authority has not yet announced the application dates for HOS 2024, so interested applicants should stay tuned for further updates.
