The Hong Kong Housing Society recently announced the sales arrangements for its subsidised housing projects, Hemma Emerald and Hemma Fab. These units are priced at 30% off the market value, with applications open from April 1 to April 14, 7PM. Below is a summary of the eligibility criteria, income and asset limits, and key details.
Hemma Emerald, located on Anderson Road in Kwun Tong, comprises two buildings with a total of 960 units. Usable areas range from 302 to 664 square feet, with prices between HK$2.497 million and HK$6.367 million. The average price per square foot is HK$8,084 to HK$9,669, and the estimated completion date is 30 September 2027.
Hemma Fab, located on Jockey Club Road in Fanling, has two buildings with 644 units. Usable areas range from 302 to 616 square feet, with prices from HK$2.307 million to HK$5.471 million. The average price per square foot is HK$7,582 to HK$8,881, with the same estimated completion date of 30 September 2027.
Both projects maintain a 40:60 quota ratio for Green and White Form applicants. Income and asset limits for White Form applicants are HK$60,000 monthly income and HK$1.23 million in assets for families of two or more, and HK$30,000 monthly income and HK$615,000 in assets for single applicants. Green Form applicants, however, have no income or asset limits.
Prospective buyers should note that the two projects use different construction methods. Hemma Fab in Fanling is built using traditional construction techniques, while all units at Hemma Emerald in Kwun Tong feature kitchens and bathrooms constructed with Modular Integrated Construction (MiC). Homeowners are not permitted to modify or remove structural components such as exterior walls, interior walls, floors, or ceilings.
Units offered by the Housing Society come pre-furnished. For those purchasing units at Hemma Emerald in Kwun Tong, open kitchen units feature an island design. Since the kitchen island is not a pre-installed modular component, it can theoretically be removed if desired.
In terms of flat selection order and quotas, priority is given to residents affected by redevelopment projects. Additionally, the Housing Society has introduced a priority arrangement for applicants under the Families with Elderly Persons Priority Scheme and Families with Newborns Allocation Priority Scheme. Each project reserves 40% of its quota for eligible applicants under these schemes. For the remaining flats available to the general pool of applicants, 20% of the quota is allocated to single applicants, split equally between Green Form and White Form applicants (10% each).
White Form applicants can submit their applications in person at the Housing Society’s Application Unit, by post, or online. Green Form applicants, however, must submit their applications through their respective estate offices. Applicants holding a valid Green Form Certificate need to submit their applications either in person at the Housing Society’s Applications Section or by post.
The application fee is HK$290. Applicants who successfully submit their forms online do not need to send a physical copy by post or in person. Duplicate applications will result in disqualification. Once applications are received, the Housing Society will review the eligibility of applicants. The lottery draw is expected to take place in June 2025, with flat selection beginning in the fourth quarter of 2025.
